Thank you everyone who replied to my request. I found the culprit in the
registry under

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

I had initially installed IE 4.0 and then found out it was incompatible with
my company's intranet and I needed to install IE 3.02. However, I was
unsuccessful in uninstalling IE 4.0 using the Settings->Add/Remove Software
(i.e. I pushed the OK button for removal and nothing happened).  Thus, when
I just deleted the visible
directories and files for IE 4.0 and reinstalled IE 3.02 one of the lines
in the following registry still called "iexplore.exe -channelband", so I
deleted that
line from HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
with regedit.
