I don't think you can "open" dbx files.  They must be restored to your email directory.  Do a search for *.dbx to find where all your dbx files are.  

Theoretically, you should be able to replace them, but I had a hard time getting OE to recognize the new folders - I think I must have been missing an index to the folders - they were there, in the same place as my other dbx folders, but were not recognized by OE.

If you want something easier, which is easily viewable and restorable, try Express Assist 7  (EA7) , which backs up your email folders and more.

  There is a setting somewhere in OE to say where the database/file locations
  are. Point OE to the folder where you put your DBX files on your hard drive.
