        I have a photo which I wish to turn into wall paper. I would
very much appreciate how this could be done.
        Also, is it OK if the picture is in .jpg format?

Click on My Computer
Then Click on the Floppy Disk, or your hard drive or Zip Drive or whichtever
drive your image is stored.
Go to the directory until your jpg image icon shows up.

Then Open your NS or IE
Drag your image file to your open browser
Right click on the image
Choose Set to Wallpaper.
