Disregard this question. I think I've figured out the problem.  File sharing
is enabled under "Shared Documents", but not under the "Documents and
Settings " folder.  The files in question were in a folder under "Documents
and Settings". They transferred ok when I moved the folder under the "Shared
Documents" folder.  That doesn't answer why some would transfer and some
wouldn't. But for now, it's working ok.
