Since Windows ME doesn't come with or work with Poledit (which is used to set local restrictions on 95 and 98), you will need an extra tool. The one I prefer is the free X-Setup Pro V 6.5. (Version 7.0+ are shareware with associated pricing). It is available at:

When running X-Setup Pro, choose "classic" and the registry editing option is under "System", "Security".
A warning, however. There are some Ad-Ware / Hijacker programs that will restrict Regedit when they run. Make sure that you don't have one of these before using X-Setup. You should scan with Ad-Aware or Spybot to clean out any of these.
