My 2 cents worth - I have several new and upgraded comuters with Win98SE -
and most of them have this shutdown/restart problem, including mine. I have
run this file, which, by the way, I originally downloaded from Microsofts
Website, and it did NOTHING to any of the 4 computers I tried it on! So,
rest assured, the file came from Microsoft, but there are still no
guarantees it fix the problem. I still do not know what it was supposed to
fix, though if you do a search of Microsoft's Knowledge Base, it may give
you some information. There are many other possible problems to Win 98
shutdown problems - I guess all of mine have those other problems...too time
consuming to research - however...read my next e-mail!

Hi Paul --
You said

the utility Win98_shutdown.zip can solve the problem. It is available
from

Unfortunately the page is no longer available. I used FileFerret to
locate "Win98_Shutdown.zip" and found it at
ftp.pcworld.com/pub/system
The zip file is a little over 500k and contains two files:
"239887up.exe" and "readme.txt."
This is the text of the read me file:
"The Windows 98 Second Edition Shutdown Supplement addresses shutdown
issues on systems with specific hardware/software configurations
running Windows 98 Second Edition. These issues include systems
restarting when selecting shutdown and systems hanging on shutdown."
Wording looks a lot like Microsoft's, but I'm not sure. There is no
author identified.
I don't know what 239887up.exe does so I didn't run it. Don't think I
will until I do. Cowardly me!
Is this the file you referred to?
Cheers, Phil
