I don't know about removing the whole 'Title Bar', but you can
certainly make it say whatever you like.

You can change the "Window Title" of IE in the registry or if
you're not ready for fiddlin' with the 'registry' yet, download
a free utility like Xteq's "X-Setup 5.5". It allows you to make
your changes in it's GUI then it changes the registry for you.
