This problem is not uncommon. First try temporarily disabling Norton, Spy
Sweeper, the firewall if you have one and anything else BestBuy was so kind
to "fix" you up with to protect you. Then attempt to access the site. If
this doesn't help, check the following Microsoft Knowledge Base articles on
the subject:
You receive a "Windows Update has encountered an error and cannot display
the requested page" error message when you try to install an update:

Problems when viewing or downloading from Windows Update:

You receive error messages when you use Windows Update through a proxy

If all attempts to solve the problem fail, get back to us with the model
number of the computer, type of Internet connection, and detailed
information on BestBuy's "customization". Include information on any
programs you installed if any.

I've just bought a new Toshiba laptop with Norton as the anti-virus and Spy
Sweeper that was part of Best Buy's system customization. There were
several glitches that Best Buy's Geek Squad was able to work out except one:
I cannot access the Windows Update site. The Geek Squad says it is an ISP
problem, my ISP techie says to go back to the vendor.
I would appreciate any suggestions to resolve this problem. Below is the
message I receive when trying to access Windows Updates.
