Why can't she simply position the cursor at the bottom and start
replying?

In different mail clients, that may be or may not be possible. For
example, my The Bat! allows (via Reply template) to position the
cursor wherever I want to - before, or after - automatically. I didn't
see such feature in Netscape, but I didn't look thoroughly too...
