The problem is more annoying than anything else. When my wife shuts down her computer (not
hibernate) it will auto boot itself when ever the modem is left on. The modem is external and
not easy to just turn off. Is there a setting somewhere that can be changed to prevent this
from happening.

The hardware setup area (BIOS or sometimes called CMOS) often has an area--
usually called power--where "wake up events" can be enabled or disabled.  While
this usually applies to an internal modem, there may be a setting there that would
relate to a serially connected modem.
