Historically, I've never been very happy with the (sound) recorder program
that comes with Windows.  Now I need one that actually works, preferably
that can record voice segments of at least 15 minutes at a stretch.  Any
favourites out there?

Try Audacity, it works well for me, you can export the recorded sound as a
wav. oggvorvis. or mp3 file, for which you'll need a small plug in. Download
it at http://audacity.sourceforge.net/. Good luck.
