Put the randomize function in the 'sort by' column.
=RAND()
Every time the sheet recalculates, the value will change.  You can control
this behavior with the following formula

=IF($C$1=1,RAND(),C1+1)

in cell C2 of the sort column C.  Copy C2 and paste it into the range C3:Cx
where x is your last row.  Put a 0 in c1 and C2,c3,c4.... etc will be
1,2,3,4,5..... put a 1 in c1 and the contents of C2,c3,c4.... will be random
numbers between 0 and 1.  If this is what you want but it doesn't seem to
work, write back and I can explain it more fully.

I use Excel 97. I can sort the rows in various 'logical' sequences. However,
for this project I'm working on I'd like to be able to scamble the rows so
each time they are sorted in a different sequence.
