How much do you want to spend?

Photoshop Elements 2 www.adobe.com about $99
Photoshop 7               www.adobe.com  about $600
Paint Shop Pro 8 http://www.jasc.com/   about the same

Microsoft Picture It! Will help with the hair, and cutting/pasting collages
but not much on painting

I'm sure there's some $20 programs out there too.  But the above have plenty
of room for you to expand
