I would guess that someone has installed one of the many "prank" programs
that cause icons to move over the desktop.  Some that I know of are
CrazyIcons, SneakyIcons, SlipperyIcons, and SwappingIcons.  See:

for some examples.  I've had to remove several of these prank programs (at
a cost to the "victim").

Have her look in the Startup folder for a program that may start the
"prank" program.
