I disagree with Bob. I have seen this appear on a system with no hardware
changes. It happened to me, and later to a colleague, in both cases after
having installed (and probably uninstalled) many programs.
I do think hardware *could* be the problem. I think we're seeing something
very low-level in windows that could be affected by a number of different
causes.
In my case the error was very serious as it prevented me getting into
windows. In the end the fix was I booted to command-prompt and restored an
earlier saved registry (you do save your registry frequently don't you).
That was enough. I cleaned the registry (with microsoft's regclean, I
think).
