An interesting question. You might want to try making a shortcut to:
C:\Documents and Settings\All Users\Start Menu\Programs (Use List view).
I can see about 75 folders with room for about 100 more.
This will show the folders, not the shorcuts.

New to XP pro.  What can one do when the number of programs to be
displayed (Start, All Programs) exceeds the space provided on the
desktop.  Appears the non-appearing programs are out of view but still
there.  How to see?  How to access?
