Elizabeth,

       This happened to me several months ago.   You need to disable Fast
Shutdown.  Go to Run-type msconfig-go to General Tab-Advanced(at
bottom)-uncheck Fast Shutdown.  Reboot and hopefully that will take care of
your problem.
