The best HTML editor I have ever used is Arachnophilia . It can be
downloaded from   http://www.arachnoid.com/arachnophilia/

It is almost like BBedit, ( the MAC standard), for the PC. . . and what's
more it's Care Ware. . . like free ware, but obligates you to help your
fellow PC user with tips like this. . .

The next step up would be Macromedia's Dreamweaver. . . but it's $269.00. .
. . try arachnophilia. . you'll love it.
