The Small Business Edition of Office was designed to be sold with computers
put together by VAR (Value Added Reseller). As such, the SBE does not
include all of the features that the OEM or regular shrink wrapped version
does. It has been a bone of contention between Microsoft and the VARs.

At one time, Microsoft would allow a free copy of the shortcut bar for
anyone owning at least two of the three components of Office (e.g. Word and
Excel). You might want to check with Microsoft sales on that one. Call their
sales office at (800) 227-4679.
