Difficult to say without knowing what's on your computer. Something is
scheduled, possibly an update, or could be some spyware you've downloaded
with something.

Can you relate when it started to some site you'd just browsed to? Or
something you downloaded?

Check any Task Managers or Schedulers. Could be an A-V prog scheduled to
run updates at certain times.

What happens when it finishes dialling?

Next time it happens, see if it opens your browser and see if it's trying
to find a particular website address. That should give you a clue to its
origin.

Check for spyware with AdAware and Spybot. Both are free.
