Perhaps they did not copy properly.  Try this:

1. Close all programs
2. Hit the Ctrl-Alt-Del combo and end all tasks EXCEPT Explorer and Systray
3. Using Explorer, rename mspub.exe to mspub.xxx and rename msvcrt40.dll to
msvcrt40.xxx
4. Copy both files from the MSpub cd to their appropriate directories.
5. Close Explorer
6. Shut down the computer
7. Turn on the computer and try Publisher.
