He means the toolbar at the top of the Outlook Express display, not the
Windows taskbar.  To add buttons, right-click on an empty area of the
toolbar and choose Customize.  However, the undelete option in Outlook
Express does not work with messages unless you have an IMAP server
instead of POP3.
