I'm not sure what caused this change,however,you can change the setting
for that:
Start Menu > Control panel > Java > Java Control panel > Advanced >
Expand the Java Console node > tick "Hide Console".
To answer your question:It is normal if it's set to ""Show console".
It's only useful if you want to see which Classes or applets are being
loaded and for debug purposes.If there are errors you can search for the
reason or contact Sun Java.

In the past few days - I can't tell what change/s preceded this - I
occasionally get a new window - Java Console - opening up with much text
flashing by. It's headed Java Plug-in, and lists the actions performed
while opening a particular website.
Is this normal? Useful?
