Get yourself a copy of More Properties
(http://home.global.co.za/~olivierd/imaginary/ - may also be on the
usual shareware sites).  This tool is rather like TweakUI but more
comprehensive.

Under the Shell tab, click Explorer, Icons, and check the "Wrap icon
titles" box.
