The reason is if windows finds a program or application installed in your system which is capable of decoding the program you are trying to "open" then it does so and you are presented with the content of the program you opened. for example if you try to open a powerpoint presentation slide (which has .pps as file extension)then it will open ONLY if you have powerpoint or at least powerpoint viewer installed in your system. if not you will be presented with the "open with " menu and you will have to specify the appropriate prog/application to enable windows to open the slide. A classic example will be graphic files with so many formats and if you do not have the corresponding prog. supporting the format you will be presented with the "open with" menu.therefore IMHO it is not necessary to have a specific software to enable "open with" for ALL programs you wish to open but of course it is a matter of choice and possibly you want multiple options to open programs.

another example will be media files  which you can open with multiple programs like win media player/real player etc etc but normally one sets a default one.

another example will be web browsers.you may have many browsers installed but unless you specify one as default web pages will always open in internet explorer which is embedded in win os and not possible to uninstall.
