I've had this happen in Outlook Express.  It has an option to move a rule up or down and
I've found if I just move a couple of them that it 'wakes' it up and it starts working
again.  I don't use Netscape but if it has a similar feature you might try it and see if
it helps.

For some unknown reason my emai filters in Netscape's Messenger have simply
stopped working - they no longer deposit specified email in different folders.
Is there some way to address this problem short of deleting each filter and
setting up new ones which is a somewhat tedious task.
