You need Tweak UI.  it's free from microsoft, and has some updates for
windows95 (many are pretty convenient) and one of which fixes the icon cache
file if it's corrupted.  Install Tweak UI, then go Start | Settings |
Control Panels | Tweak UI.  On the "Repair" tab, there's a button to
"Rebuild Icons" -- I bet this will solve your problems.

you can probably get Tweak UI from the microsoft web site, or download it
here: http://download/PC/Result/TitleDetail/0,4,0-20078,501000.html
it's part of the powertoys package -- you only need Tweak UI, but you may as
well get the others.
