Ditto to that. Repeatedly hit F10 from the moment you turn it on.
It took me a few goes to get in. Once in, turn off the Compaq logo
option, makes it easier next time...

My instructor always said it was a matter of timing, and that you need
to keep tapping F10 quickly during boot until you get it. I don't know
if that's the issue you're up against, but it might help.
