In Netscape Navigator 4, when I chose to save a file (or graphic, etc)
instead of changing the folder or directory at the top, I typed in the
path name in the "Filename" entry block. I chose a directory called
"download" and each subsequent time I opted to save, it defaulted to
that folder.

Hope it works the same for you because I did not do it through any
preference menu.
