Unfourtenatly there is not WinPopUp on NT.  Exactly same question was asked
even in same
day in estonian usnet. Their recommendations with my comments:

Very small download <100KB. Only simple messages, not additional features.
Free for less than 5 computers.

 minimized (<460KB). Works with NetBeui protocoll and for working on NT want
that Messenger
service  is disabled (if you use NT server not recommended).
