If he has not emptied the recycle bin, then he
can restore the deleted files.  (As he probably
now realizes, deleting files will not affect the
computer's speed)

If the files are no longer in the recycle bin, then
the simplest solution will not be the most painless.
He needs to get a Win95 CD and reinstall the system.

P.S.  I don't know the legal angles for Australia,
(I don't know American law either <grin>) but if your
father has geniune MS License for Windows 95,
then he should demand that the seller provide
the CD.
