I assume since you mention "Web" you are talking about "Internet" Explorer. 
I also assume when you say "cpu" you mean "computer". My guess, from a "low 
tech" view is the problem lies with your Explorer application. One way to 
find out is to try another browser. Suggest you go to 
www.mozilla.com/firefox and download Firefox (it's free) and see if that 
works. Personally (I have no association with the product or company) I 
prefer it over Explorer for many reasons, not the least of is security.
