I also had a similar problem and I resolved it by going to My Computer,
Properties, Performance, Graphics and moving the slider down a notch. It
will tell you that doing so resolves problems with mice. Does not seem to
affect any other thing as far as graphic viewing. I would lose the hand that
clicks on URL's in Netscape or IE. Took me a long time to find that as I was
very green at the time. That led me to the MS Knowledge Base that is
indispensable. Hope this helps.

I had a similar problem  while ago, but I am not sure that it is identical,
though. In the end I discovered that my Pentium chip was overheating owing
to a malfunctioning fan. I bought a new fan and clipped it on, and my
troubles were at an end. In your part of the world (California?) it should
not cost you much more than say $4 or so. At that price it is probably worth
a try.
Inspect your motherboard first though - the fan might just have slipped a
bit and may not be cooling the chip properly.
