In addition to Sven's suggestions.....

I've had good results using Panicware's PopupStopper Free.
It loads when Windows loads and automatically checks for updates.
With a dial-up connection, this may trigger the modem to initiate
a connection, but there may be properties that can be checked to
prevent this.
