You don't need to reinstall starting with Win95. Just start your WinME
install and it should prompt you for the disk of a previous version of
Windows. I have not done an ME install this way, but Win98 and NT worked
fine doing this.
Reinstalling the applications can be a bear, but there are some
shortcuts. You can preserve the configuration settings on some of your
apps. Find the configuration area for the apps in the Windows registry
and do an export of the keys. After installing the fresh OS, you can
copy back the applications, or reinstall them. Finally, import your
previously saved registry settings and your configurations should be
back to your preferences. One thing to consider, though. If there are
problems in the registry, you will be importing the problems back in!

I seriously need to bite the bullet and clean up the still excellent
Dell 333mhz PII.
The last time I did so it was a hassle. Since it was originally Windows
95 upgraded to 98 then to ME, I had to install all three to get it up
again after formatting and partitioning. Then, all those dadgum programs
to reinstall. I have the executables for all of them, but it sure is a
mess.
