Stephen,

CD-RW disks operate at a lower reflectance level than CD-R and CD-ROM disks.
Older CD-ROM drives often will not be able to read CD-RW disks for this
reason.

There is a lot of information on various problems with CD-R and CD-RW drives
at the sites of leading drive manufacturers.
