Go to C:\windows and find explorer.exe. Right click on it and choose "send to" desktop. It will make a shortcut on the desktop which you can drag and drop to your start button. That will open up the start menu, then drag the shortcut to the all program menu and leave it there. If you prefer you can leave it on your desktop or drag it to your quicklaunch bar at the bottom of the screen. Wherever you want to put it. But yes, Windows Explorer is on XP.
