From your full post i assume you were able to "download" in spite of NAV and that only recently the problem has cropped up.
Nevertheless I would suggest you disable NAV TEMPORARILY and try the download assuming again that it is a site/program TRUSTED by you.
Or try downloading with a differnt web browser
Or if it is not asking too much can you pl post a sample link to the site(s)/program(s) so that some of us can try and see if any answers emerge
