I recently solved a problem like this. Mine was a little different.
(I had a problem with Win-XP Update, jscript on "SOME" WEB
pages, among others...)
It turned out to be a plug-in in my firewall that seemed to be
making "permanent/sticky" Registry changes to the Browser Security
settings. Closing the Firewall did not get rid of the problem.
The settings seemed to be the same ones I was trying to check/change
in the Browser directly... The firewall seemed to "win out"...
Using the firewall interface to reverse the changes, I was able to restore
full functionality.
