I ran into this problem on a Windows 98 machine.  I uninstalled and
reinstalled numerous times to no avail.  I eventually reinstalled the windows
98 operating system(run after Windows has already booted from the
hard-drive) from the CD.  Voila.  All this does is reinstall some operating
system files your friend is probably missing.

I received this reply to my question off list but obviously from a fellow
lister, Has anyone tried this before. If so, will the windows CD install
over itself automatically or are some tricks needed.
