  Smart modems are configured by one or more "AT" commands sent from
the computer.

  Specifically, "ATLn" sets the speaker volume, where 0 should be off
and n could also be 1, 2, or 3.  [On some cheap modems, 0 and 1 are
the only choices.]  With the volume control set to zero, the modem
driver should send "ATL0", and on most modems this should be
sufficient.
  There is another command, "ATMn", which determines the portion of a
call during which the speaker will be turned on.  0 means not at all,
and again inexpensive modems may only allow 0 and 1 while fancier
models may define values up to 3 or more.

  And so I think the fix is for the modem driver to also send the
"M0" command to the modem.  Go to Control Panel|Modems|select your
modem|Properties|Connection|Advanced (whew!) and you'll see a box for
"Extra Settings".  Type "M0" (em zero) in the box, and click "OK"
enough times to get back out.
