This is probably true for well-connected Internet mail servers, barring
conjestion or limited bandwidth around either ISP.
There are still some email domains which function as "gateways" between the
Internet and non-Internet mail systems, and there are some mail servers (e.g.
in small companies) that are only on-line intermittently (say, once an hour
or something like that).
While in general you can expect messages to cross the Internet quickly, you
may not be able to rely on this for any specific case.
