Your modem initialization string needs a speaker control string
setting.  Look for and change (or add) the following:
             Mx
the x is a number from 0 to 3 indicating these choices:
M0 = speaker always off  (you hear nothing at all)
M1 = Speaker on until connect (you hear dialing, ringing and squeal)
M2 = Speaker always on (you hear EVERYthing... ALL the time)
M3 = Speaker on after dial, until connect (you do NOT hear dialing
                                   but you DO hear ringing and squeal)
