  This is a nice theory, but as far as I know (a) WinME doesn't do
NTFS and (b) NTFS permission settings are lost when transferring to
another format.

  A more likely scenario is that when the tech cpied the files to CD-
ROM, WIndows carefully marked each of them "Read Only", and this
setting survives the copy back from CD-ROm to hard drive -- this is a
known problem.
  I think you can fix this by selecting all of the files, going to
Properties, and unchecking Read-Only, or if the ATTRIB command has a
"recurse through directories" option then this can be done from a
command line.  I think by "Administrator", ME means "someone who
knows how to do these" and not "someone with an account that can
override permission settings".
