Have you tried another browser such as Firefox? I also run Vista 64 with no issues, well except for IE. I absolutely hate IE and the way  it 'works'. You may find all your issues are browser related.
My wife's Vista Dell had connection issues up the wazoo when new three? years ago, but after SP1 they have vanished and all is good.
