Hi,
I called Microsoft several months ago and for around $5 shipping they sent me an IE6 SP1 CD in the mail.
Some of the mags cost that much and you aren't sure what is actually on their CD until you pop it in.
I believe you can order it on their website but I had other questions so I called them instead. I think the phone number was listed as an alternative to placing the order online but I can't remember for sure.
The advantage of getting it direct from MS is it is not branded with some magazine or ISP service logo and title bar.

Most computer magazines CD's include IE6 every month (you may want the SP1
version). Try local library. APC sometimes has IE Restore, for what that's
worth.
If you need to remove IE first (as you say, a difficult job, not
surprisingly, as IE is an integral part of the OS) there is a freebie
called IERadicator which by all accounts does a good job of uninstalling
IE. I don't know how it is with XP.
