I am not sure there is a freeware, shareware or demo application that
can easily diagnose this issue.
Now, with that said, this should not be that complicated. It sounds as
if you have a simple resource conflict. You need to use Device Manager
found by right clicking on the My Computer icon, Properties, assuming
your are using Windows95/98.
Windows95 is only a matter of changing IRQs to a stable setup, often
a sound card can have the IRQ assigned too high on the register,
SB16 cards should be on IRQ5 with no sharing. Other cards have
different requirements, but SB cards do best on IRQ5, (most cards
work similarly).
Windows98 can be much more difficult, as it loves to share IRQs on the
system. If you have an issue where you cannot change the IRQ to your
sound card, you may well need to enter the CMOS settings of the Bios
and manually assign IRQs to devices. This will overrule Windows98
sharing IRQs. The CMOS settings of the BIOS is often called SETUP
during the POST phase, (when the system first comes on and the
does the memory test).
This is not a simple process, reassigning IRQs, but it sounds like the
problem you are experiencing. If you give us a list of resources your
devices are using we maybe able to provide some better answers.
