Nowadays you really don't have to do anything as the big search engines will
find it on their own.
You can submit to Google here:  http://www.google.com/addurl.html
There is never a need to spend any money to do this, if you're willing to
spend a little time on it. Many a dollar has been wasted on these multiple
submit schemes.

My younger son has his own website which he wants to get listed with the
more popular search engines.

Some years ago we discussed on this list the mechanics of doing so, but I
