  There are two common approaches to this:

1.  Disable the messenger service.  The exact procedure varies with the 
Windows version.  I don't recommend this approach, because these messages 
are still reaching your OS -- and if they can, so can a variety of quieter 
but deadlier annoyances.  So instead:

2.  Install a software firewall, such as Zone Alarm (which is available in a 
free version), which will actually block a variety of nasty stuff -- 
including Messenger Service pop-ups.
