  Unless I'm misunderstanding part of this, you're trying to use the
same IP address for both PC and PowerBook, right?  In that case, the
modem is essentially going to send all traffic to the device that
first/fastest/most recently answered the question "Who owns this
address?"; it sounds like the PowerBook almost always wins this race.
